Identification please. Are there any “twitchers” among us?

An unusual bird was spotted recently (around the time of the reported “Sahara” dust), and I would appreciate suggestions as to what it might be. Having looked in my book of British birds, I have an opinion but this has been doubted by local amateur “experts”. They have not seen these pictures (which I admit are not very good), but would anyone like to offer an opinion?

The only other information that I have is that it had a crest and a long beak, and its movements when flying was that it fluttered rather like a butterfly. It seemed to be collecting twigs and could have been nest building.
